India Passport Photo Size & Specifications: The 35×45 mm Requirements Explained

The 35×45 mm passport photo requirement is printed on every Indian passport application form, but the number alone tells you almost nothing about what makes a photo actually compliant. The head-height proportion rule, the background standard, and the file-size limit for the online form are the parts that trip most applicants.

Print vs Digital: Two Very Different Requirements

If you are filling out a physical passport application at a Passport Seva Kendra, you need two physical 35×45 mm prints glued to the form. If you are applying or renewing online through the Passport Seva portal, you upload a digital JPEG file — and the requirements are slightly different from the physical print version.

The Head-Height Rule — The Most Misunderstood Part

The 70–80% head height rule means the distance from the top of your head to the bottom of your chin should occupy 70–80% of the total frame height. In a 45 mm tall photo, that means 31–36 mm of face from crown to chin.

In practice: if you stand too far from the camera, your face fills only 50% of the frame and the photo is rejected. If you stand too close, your head is cropped at the top. The easiest approach is to take the photo at a distance of about 1–1.5 metres and then use a crop tool to standardise the framing.

Background & Expression Rules

• Plain white background — not off-white, cream, or light grey. Passport photos are processed under consistent lighting and non-white backgrounds create a visible mismatch.
• Neutral expression — relaxed face, mouth closed. Smiling is allowed only if it does not alter the natural shape of your face or close your eyes.
• No spectacles — Indian passport guidelines now align with ICAO standards: glasses are not permitted in passport photos.
• Eyes open and looking directly at the camera — even a very slight downward tilt results in a non-compliant photo.
• No headwear except for religious reasons — in that case the face must be fully visible from forehead to chin.

Preparing a Compliant Photo at Home

1. Stand against a plain white wall in even daylight — avoid direct sunlight which creates harsh facial shadows.
2. Ask someone to take the photo at eye level from about 1.2 metres away.
3. Open Shrinkify's India Passport Photo tool and select the 35×45 mm preset.
4. Use the crop handles to adjust head height to the 70–80% zone shown in the preview guide.
5. Export as JPEG (for online forms) or print at 600 DPI for physical applications.

For the Passport Seva online form, the digital upload is typically capped at 500 KB and must be a JPEG. A properly sized 35×45 mm photo should easily sit under 100 KB, leaving plenty of headroom.
